The New Mexico Disproportionate Minority Contact Blue Ribbon panel is appointed by the Secretary of the Children Youth and Families Department. The Panel is made up of top leadership from a cross section of law enforcement, judicial, education, behavioral health and programmatic agencies that are committed to examining the issue of systematic overrepresentation of minorities in our juvenile justice system.

  • To collaborate with state agencies while working with local communities to reduce the over representation of minority youth in all phases of the juvenile justice system.
  • To incorporate into the allocation of juvenile justice and juvenile justice related resources at the state and local levels consideration of disproportionate minority representation.
  • To impact those circumstances in which New Mexicos juvenile justice system may foster over representation of minorities.

The New Mexico Disproportionate Minority Contact Blue Ribbon panel is appointed by the Secretary of the Children Youth and Families Department. The Panel is made up of top leadership from a cross section of law enforcement, judicial, education, behavioral health and programmatic agencies that are committed to examining the issue of systematic overrepresentation of minorities in our juvenile justice system.
The Blue Ribbon Panels approach has been to:

  • Identify the scope of the problem.
  • Assess the impact that agency policies have on disparate treatment of minority youth.
  • Educate judges and childrens court attorneys; and
  • Assist public defenders, probation officers, law enforcement officers, school personnel, behavioral health therapists and community members at-large about the issue.

We challenge all decision-makers to question their day-to-day decisions and practices concerning youth of color. And, we promote promising strategies to eliminate the racial disparity of minority youth in New Mexicos juvenile justice system.
